Hi. There is a nice solution for this problem with external modems under Win2000. Go to device manager and click on modems and on your external modem. Chose "Disable" to disable your external modem. Go to Control Panel and click on the Modem panel. Click "Add..." to add new Modem and select "Don't detect my modem... Select your model from the list or from the modem's drivers location (have disk). Select yor COM port and if it ask that there is another modem on that COM port clik OK to continue. In all your's Dial-up connection select this "new" modem for connections. This is it. You can now turn on your external modem in any time and there is no need to turn it on before Win2000 starts."
